In terms of soft advantages, the proactivity of the provincial leadership is a pronounced feature in attracting FDI. Proactivity can be understood as the government’s attitude towards foreign enterprises, officers’ creativity and cleverness in solving problems and working under the existing law to solve problems. According to the survey of Provincial Competitiveness Index 2011, the province’s proactivity index scores 7.1, highest score in the southeastern region of Vietnam. This means the leadership has always welcomed foreign investors, and public officers are very supporting to investors.
